Korea is the world's 35th freest economy, according to an international survey released yesterday. It held the same spot in the global rankings last year.
Its Asian neighbor, Hong Kong, topped the list, closely followed by Singapore in the Economic Freedom of the World: 2006 Annual Report which was jointly produced by private think tanks in over 70 countries. The United States took the third place and Japan ranked 16th.

Korea received a score of 7.1 out of a possible 10, which placed it at the 35th place in the global ranking, tied with Botswana, Israel, Latvia and Malta. It got 7.0 points last year.

By categories, Korea received relatively good scores on size of government (6.5), security of property rights (6.3), access to sound money (9.5) and freedom to trade internationally (7.2).

However, low scores on regulations on labor (4.7) and business (5.1) drag down the country's overall performance.

"Korea received the world's highest level of score in the 'sound money' category, but got poor remarks on 'freedom to trade' and 'regulation of labor and business,' which require concentrated efforts for improvement," said Choi Seung-no, an official at the Center for Free Enterprise. The CFE is part of the international network that published the report.

Korea's economic freedom scores steadily improved till 2000, reaching 7.0 from 1990's 6.2, but its rankings dropped because other countries outpaced it. After 2000, it stopped seeing gains in scores, the CFE explained.

The economic freedom index measures the degree to which the policies and institutions of countries are supportive of economic freedom. This year's ranking is based on data collected at the end of 2004, the report said.

어제 발표된 국제조사에 따르면 한국은 세계에서 35번째로 경제가 5 릴 슬롯로운 국가다. 한국은 작년에도 세계순위가 동일했다.
70여개국 민간 연구소들이 공동으로 조사한 2006년도 전세계 경제5 릴 슬롯보고서에서 같은 아시아 국가인 홍콩이 1위를 차지했고 싱가포르가 약간의 차이로 그 뒤를 이었다.

미국이 3위였고 일본은 16위를 차지했다.

한국은 10점 만점에 7.1점을 받아 세계 랭킹이 35위로 보츠와나, 이스라엘, 라트비아, 말타와 동일했다. 작년에는 7.0점을 받았다.
항목별로 한국은 정부규모(6.5)와 재산권보호(6.3), 통화건전성(9.5), 무역5 릴 슬롯(7.2) 등에서 비교적 높은 평가를 받았다.

하지만 노동규제(4.7), 기업규제(5.1)에서 낮은 점수를 받아 전체 점수가 내려갔다.

“한국이 ‘통화건전성’에서는 세계에서 가장 높은 점수를 받았지만 ‘무역자유’와 ‘노동과 기업 규제’에서 낮은 점수를 받았기 때문에 집중적인 개선 노력이 필요하다”고 5 릴 슬롯 최승노 대외협력실장은 말했다. 5 릴 슬롯은 이 보고서를 발행한 국제 네트워크에 속해 있다.

한국의 경제자유지수가 1990년의 6.2에서 2000년 7.0에 이를 때까지는 지속적으로 향상되어 왔으나 다른 국가의 추월로 인해 순위는 하락했다. 2000년 이후 한국은 점수 향상이 중단되었다고 5 릴 슬롯은 말했다.

경제5 릴 슬롯지수란 국가별로 정책과 기관이 경제5 릴 슬롯를 얼마나 지원하고 있는 지를 평가하는 것이다. 올해의 순위는 2004년 말에 수집한 자료에 근거한 것이라고 보고서는 말했다.
